This sci-fi Control Tower is part of a range of Outpost vehicles, buildings and utilities from The Dragon's Rest 

It has a positionable lift, radar domes, rotatable antenna, opening and closing door and removable roof with opening hatch. Inside are two surveillance consoles with chairs and a ladder to get up on the roof.

Pieces are held together with The Dragon's Rest Clip System to make a sturdy and impressive model that's a great terrain piece.

It's also compatible with the landing pad and spaceships in the range as well as The Dragon's Rest Outpost Origins sets.
